A recipe calls for 2.5 tbsp of oil but I only have a teaspoon. How many teaspoons do I use?

2.5 tbsp × 3 = 7.5 tsp. Measure 7 level teaspoons plus half a teaspoon.

Why is 1 tablespoon exactly 3 teaspoons?

US cooking measures define the tablespoon as exactly 3 teaspoons, so the ratio holds regardless of the ingredient measured. See teaspoons to tablespoons for the reverse conversion.
